Implementation Plan: Years 1–2
Expanding and supply the ARES Medical Group Team for Spartanburg County. Currently team is on-scene for all SWAT activations has capability to perform advanced techniques for hemorrhage control; resuscitate with blood (without monitoring); perform advanced airway procedures (intubation or surgical airway); and keep patient warm while waiting for EMS.
Phase 1
Months 6 - 12
Focus: Funding, recruitment, and assigning Class I deputies.
- Recruit other Medical Providers for the ARES team on the Spartanburg Sheriff's SWAT Team.
- Recruit and assign Class I deputies to the ARES team.
- Finalize protocols.
- Start soliciting funds for equipment and to replace supplies/medications.
Phase 2
Months 12 - 24
Focus: Certifications, training, and equipment.
- Complete required medical and tactical certifications.
- Procure the remainder of necessary equipment to provide critical care to injured patients.
- Increase provider and medic coverage for 24/7 operations.
- Obtain CASEVAC vehicle to transport critically ill patients to EMS or directly to the Level I Trauma Center.
FUTURE DIRECTION:
- Coordinate with the South Carolina Criminal Justice Academy (SCCJA) and South Carolina EMS for alignment and standardization of training.
- Identify/Recruit capable candidates for Medical Professional and Class I Deputies with EMT Certification statewide.
- Expand ARES team capability to support Spartanburg Police Department SWAT.
- Integrate ARES team capability with the Spartanburg County Mass Casualty Response Team.
- Build and deliver advanced medical training pathways for Deputy/EMT personnel.
Phase 3
Months 36 - 60
Focus: Pilot, evaluation, and rollout.
- Launch a pilot deployment of the ARES model to Greenville and Richland County's Sheriff's Offices.
- Evaluate outcomes, response times, and survivability metrics.
- Prepare for Statewide application for Sheriff's Offices through South Carolina Law Enforcement Department (SLED).
